Russian Government Rules Out TikTok Transformation for Gosuslugi Portal
Russian authorities currently have no plans to turn the Gosuslugi state services portal into an analogue of TikTok. Vice Prime Minister Dmitry Grigorenko described such a transformation as something beyond reasonable limits during his remarks at the Eastern Economic Forum.
Grigorenko left the possibility open for the future, noting that an idea considered excessive today could become standard tomorrow. He stressed that the state must remain flexible and adaptable in its digital initiatives. As a result, plans for vertical video clips featuring tax deduction processing have been set aside for the time being.
The statement comes against the backdrop of more substantial plans to transform Gosuslugi from a simple catalogue of government services into a comprehensive digital ecosystem. Reports indicate that by 2035 the platform may incorporate a social network with local communities, an events aggregator, and family chat functions.
Grigorenko’s office explained that the updated portal should bring together citizens, businesses, and government bodies within a trusted interaction environment. Maksut Shadaev, head of the Ministry of Digital Development, has also stated that the current objective for Gosuslugi is to evolve into a large-scale social media platform.
The resulting model permits social networking, communities, chats, and events while treating a full TikTok-style format as currently excessive. Officials continue to define the precise boundary between a state digital ecosystem and a complete social network.

Significant barriers remain, including shortages of computing power, limited access to high-quality data, and weak transfer of research into commercial products, particularly in natural language processing, AI agents, and infrastructure technologies. The Ministry of Digital Development has announced plans to stimulate demand for domestic AI solutions, expand computing infrastructure, improve regulation, and accelerate the implementation of scientific developments.
